I have set paper to "Letter", or 8.5 x 10 inches and I want to print with my Canon ipF6100 on as full an image as I can.  I can't get a 3mm all round print, biggest seems to be 7.99" x 10.62".  Why can't I get it out to 0.118" (3mm)from the edges?   Dumb question but sometimes the obvious just escapes me.  Thanks.

Not a dumb question, it's something that puzzles many people that print photos.
A printable area that is smaller than the page size is normal for most printers. It's the way they are made because printing right to the edges can lead to a reduction in quality.
However, most printer drivers do have a "borderless" setting which expands the printable area to something a little larger than the paper size. The "overspary" is done so that full coverage is ensured and allows for small paper feed errors.
I'm not familiar with the IPF6100 driver so cannot tell you exactly where the borderless setting is found.
There is a Learning Video on this very subject called "Paper Size and Printable Area" and can be found at http://www.ddisoftware.com/qimage-u/learn.htm.
It's 2nd in the list.
I mentiond that a borderless setting "oversprays" the paper; this means that some of the image is lost at the edges of the print. Qimage Ultimate has an option to turn off the expansion in Printing and Page Formatting preferences. I think this is covered in the video.

Hi also from me.
I have the driver for the printer you are using and I do not get the numbers that you are reporting.
I get a printable area of 10.766 x 8.266, which is pretty standard.
Are you telling the drive that you have 8.5 x 11 inch paper?
If I use FIT TO PAGE as my print size, I get a print that is 10.77 x 8.27 with .012 inch margins all the way around.

Please check that you didn't fool with any scaling options in printer properties, under Page Setup.
See snaps.
