I  have a photo with the border I want around it but now I want to export it into a another program so I can apply a signature I created, is there a way to do this.

I know there is a signature tool in QI but it does not let you drag it around where you want.

Just right click on the properties button which will switch to Print to File.
Set up the ppi etc, and OK.
Next just print as if it was to paper.

Yes but i does not ask what whether you want jpg or tell you where it goes?

You decide that at print time (after you click print).

Ok great thanks Mike I was expecting 1 step when I do the print to file but after what you said I still needed to click print! Other programs when I print to file it does it all.

Printing to file should be consistent with printing to a printer.  When you click print and you are printing to a printer, you get a pre-print dialog where you can confirm where the print is going and some options like page range.  The same should happen when you print to file: you may not want to print the same way each time and it also helps you to remember where the prints are going rather than clicking print and getting a "silent" operation, then trying to remember where your prints went, what image file format was chosen, etc.
