Does Profile Prism still come with an IT8 target?

Yes.  It is shipped directly from the manufacturer in Germany.  Unfortunately due to the pandemic, shipping is taking longer: the IT8's ship within 2-3 days but recent orders are taking 2-4 weeks to be delivered.

Good Stuff!  Now, would it be possible to get 2 of those targets at the time of purchase?  If so, how would I go about ordering the extra one and how much would it cost?

Yes.  On the order page, you can just place two orders: one for Profile Prism and another order for a replacement target.  When you order an IT8 target, we send you directly to the site that manufactures the targets.

Is the site www.targets.coloraid.de/ ?  Because he's got a message up there right now that he can't ship to the States.

Assuming the it8 targets do indeed come from www.targets.coloraid.de......crisis averted!  Well, at least for some of us, who live in Canada.  I e-mailed him and he has resumed shipping to Canada.  Yes!
