Is it possible to apply a CutOut to multiple selected images in a folder at the same time?

There is another way too, especially useful if you use a particular cutout regularly and/or have a batch of images each with a different filter.
Apply the cutout to 1 image, any will do as long as it has no other filter.
In the editor, Save Current Filter Parameters to File - use a name meaningful to you.
You can now apply this filter with the cutout to one of several selected image thumbs by right clicking over the thumb(s), select Predefined Filter and browse to your cutout filter, select and OK.
Adding a filter in this way does not affect any existing filters.

Yes, your approach is ok for a logo.
QU does have a "copyright/signature feature which can be used for logos.
In Help, search for "signature".

Also included is a dice logo. See screen shot below to see what it looks like on an image. NB.you must use HQ preview in the page editor to see the signature. Also, this is a Print function so the image remains the same, ie. not part of a filter like a cutout.

You can of course add multiple copies of an image by changing the "Number of Copies to Add" (above the thumbs on the right) but if you have a specific layout the only way I know of doing that is by using a template. It may be possible to do it another way, may someone else will know.
A template is especially useful when the same layout is used repeatedly.
If you make a template of your layout using the template thumb and save it. Then recall using Custom Print Properties, Layout. Select the images you want to use on one page, click the red + to add them. By repeatedly pressing the + button a new page of the same images will be created.
