In the example of using a simple border, and not a cut out, you need only to leave the border instruction in the Print Properties and each image will get the same border as you place it into the queue.
Here's a QU feature if you use a cutout-frame version.
In the editor, apply the white border to an image that has no other edits. Then, in the Editor, use File, Save Current Parameters to File and make a meaningful name for the filter.
To apply the white border to a batch of images, select their thumbnails, right click and choose Predefined filter and select your white border filter.
This will then be added to all the selected images and retain any existing filters they may have.
