My work pattern sometimes is:-

1. Sort out the best rectangle in Raw Refine and choose a colour option.

2. Fine tune in Edit Image.

3. Hope these two actions are appropriate for the next few shots so 'Save current parameters to a File' in the Edit Image action.

4. Select the next likely images in the thumbnail screen and find the 'Predefined Filter' with the name just saved. Apply the filter.

5. When I do this filename under the thumbnail goes red but not magenta. Does this mean that my changes in Raw Refine have not been applied?

1) Not every image needs to be adjusted in REFINE. I find that need in maybe, if I am very picky, about 25% of the Raw images

When you do make adjustments in REFINE, those are saved in a filter file with a qrs suffix.
If you want to apply that filter to other Raw images of a group which you feel would benefit from the settings of the first of the group, Easy Peasy!
Just select all the thumbs from the group of images and use the "other" refine tool, multiple refine. (Same menu about 9th down from the top)
In that refine screen you can carry your settings across to the next, next, next... raw image of the group you selected.

2) Edit Image is the Image editor obviously!   Similar.... you can save all the filters as one by clicking FILE, Save Current Parametes. That will be saved to be used whenevr you wish to apply that group of filters.
Alternatively, if all the images of the group are already in the queue, you don't need to do that.
Simply pay attention to the dialogue box asking if you want to save the filter.... and change the dot to apply to all in the queue.

Your assumption about the red filename is now obviously correct, and you can see that RAW filters are different from Image editor filters.

How can one use that Refine Raw Exposure (shift R) to apply a refinement to a RAW earlier in the thumbnail panel.

I want to apply the Refinement achieved on file ....135 to the RAW ...134

Easy!
Peasy!
Just select both thumbs, and open the multiple refine, click on the right arrow to get to the 135 image, make your settings, then click the right icon to tell REFINE apply selected  (White Balance, or exposure, or Fill light) to all the images, and now click left arrow to go back to 134.

Also, a tip.

If you decide that you don't want to apply the same Fill or WB to a particular image, just make your settings in that refine screen over the pre-selected ones, and Save

Another way, useful if you have several images before the one you want to use as the Refine "master".
Place the "master" image in the queue and the others after it, Select all, and choose Refine for the Queue right click context menu. The master image will appear first, then copy the settings from there to all the others.
