Suppose we had tone targeted fill light?

Interesting: yes. The problem is that I suspect the implementation would be difficult because the eye is more sensitive to luminance changes than anything else. While you can get away with the falloff of sharpening near edges/transitions, I think if you tried this with fill you might end up with subjects that look like ghosts. The transition between fill/no-fill would likely look a bit strange.
