I can see two items...
Turn on crop scissors and add border size before you click on B+
All the sizes in the preset size list should show a plus sign +

Your suggestion works, however, if I understand this correctly, I have to turn on Auto Cropping and add a border first, otherwise my image will may be shrunk.  The paper size is large enough to accommodate the size of print I am asking for.  It seems counter intuitive to turn on cropping when I don't want the image to be cropped. Is this a new step that is required or has it been like this all along?
I also noticed that when I added an image like I did in the video I sent, the image size comes out correct if I added a 1" border.  Once I change that to 1.5" then the image shrinks. 
I like to add my images without borders first to double check the sizes I receive.  They are not always the size they should be.  This lets me know if I need to crop them or resize them.  This is easier if the image does not have a border added to it.

This seems to be an artifact of setting the long side to a size that is bigger than the smaller edge of the paper (greater than 35.766 inches).  I should be able to fix that.  In the mean time, instead of sizing by 39 on the long size, try using "Specific Size" and enter 35x39 as the size.  That should give you the same dimensions (27x39).  See if the borders work as you expect when you do that.  This is essentially telling it that you can have up to 39 inches on the long side but the opposing side can't exceed 35 inches.

2019.101 should fix the issue you had (without having to use the workaround).
