Qimage ultimate 2019
the print location tool was not something I was familiar with. I only updated software very recently and was running an early version of 2018 previously.
I am guessing something changed that the change I am noticing is due to the 2019 update.
I can see how I can fix it by centring the print in Qimage as you suggested but previously I used "optimal print placement" in Qimage (which is my preferred placement method) and then selected "centre the print" in the print driver and the print was always centred on the roll,
it now seems that Qimage overrides the instruction to "centre the print" in the print driver and places the print on the roll according to "optimal placement".
I can see that I just need to make sure it is centred in both Qimage and the print driver and all will be good

I finally had time to play a bit. I downloaded the driver for the Pro 4000.
There were 5 choices.... I took the version 2.23 driver.... (no XPS)
Beautiful driver,,,, easy to use and clear.
OK this is what I see and did
Set for 24" roll paper, Luster, and all settings for best quality.
Page size 24 x 20
I put a single 8 x 10 print on the page.
It centers just fine whether you check CENTER PRINT in the driver or not.
Yes, Qimage is over riding so when you select either of two options; INTELLI CENTER or CENTER, the print is centered on the page.
There is a difference when you have more than one print on the page. (See screensnaps)
The three corners is using Intelli Center Easy to cut.... The lower print centered is using CENTERED.
I closed QU and reopened it.... everything was kept in place. Works perfectly.
I changed printers and messed up my settings..... then SELECTED the 4000, and all the settings were back including Intelli Center
