Hello, This is my first post here. I want to add/print a caption in version 2024. After having searched, I found several posts which refer to the page editor. However, there is no "add annotation" section or, a "Blue bar", as mentioned.
Please help!

You may have been looking at an older video.  This is the updated video showing the latest full page editor.  I'll start you at the point where you click to open the full page editor.  There are chapters in the video time bar showing annotations, floating text, etc. so you can skip to those parts too.

Thanks for the quick response. I have attached a screen shot showing that I don't see a "text" section. Is there a setting I need to change?

You need to use the Layout Tab.
