I can't find the answers.  I am placing 6 photos on a page.  There are 3 pages total.   How do I rearrange the images on a page.  I've tried dragging and that doesn't work.  I've tried removing one picture, but if I then try to add one to fill the empty spot, the added image is added to the end.

Yes it does, read on.
The best way to rearrange images on a page is to use the Page Editor. It can be done on the page preview on the main screen but the page must be set to Freehand Placement first.
This is done by clicking the small red F top right of the page preview for individual pages or selecting Freehand with the placement button below the page preview; this will apply to all pages.
In the page editor, dragging an image will automatically set Freehand mode for that page.
You should work with the Size/Location tab active in the Page Editor. There you can see dimensions for the position of images on the page and direct entry of values can be used. The arrow keys on their own or with shift or CTRL held down can also be used to assist moving images accurately. Shift moves in small increments (1mm in metric, nor sure in Inches) and CTRL aligns images to the edge of the page or nearest image and can be repeated.
Click F1 in the page editor to see some Help.
Images can be moved from one page to another, right click and select copy or cut to clip board, move to new page, select and image and right click again to paste before or after.
