No, the size is the printed size, not paper size.
You need to contact your print lab to ask what they require for print resolution and image colour space. They may be able to handle any resolution (as QU does) providing it is equal or above a minimum.
You may know from how QU works, it's best that the resolution is equal to or an exact fraction/multiple of the printer native resolution. The lab should be able to tell you this - or ask what printer they are using and look it up.
I have no experience of using a lab to make prints for myself.

Terry asked me to pop in here and see if I can clarify. (He is tangled in Christmas lights in his attic)
I made a few screen snaps that should do the trick
1) Terry is absolutely correct that you should ask the printer these simple questions: What resolution do you prefer, and what color space do you require.?
He may say that the best resolution for us is 300ppi or 360ppi, depending on the brand of printer. (Hold this thought. We will come back to it)
2) Colorspace.... He may say sRGB, or Adobe RGB, or if he is really a pro, he will tell you that they have their own color profile for their printer and paper, and he will give you a copy to set your image in. (We will come back to this also)
Next. The Print to File screen (P2F) shows the current page and print size as it will become one. Snap 126

I made a screen snap of the original Qimage screen, ready to print. Looking at the label, you see my crop scissor is off and the print size will be 10 x 6.62. Snap 127
I then made a P2F and Qimage melded the image into a shot of the image plus paper into one. Snap 128
Looking closely, you can see that both images in the queue are almost identical. Yet one is the original, and the other is a lookalike but the image included the page as one. So sending that to the printer will result in exactly what you see at your specified print size.
