Once again, I am probably using this wrong or misunderstanding what it's supposed to do.  I select 4 thumbs on the thumb screen (all are nef raw images taken with very similar lighting and background), right click on the 4th one, select refine raw.  I then make some adjustments to the WB and the exposure.  Then I click the button that says copy settings to other selected images.  And nothing happens.  In fact, the button doesn't even seem to be active.  I then save and exit, and the thumb I refined updates, but nothing happens to the other 3. 

What is this feature supposed to do and how is it supposed to work?

When you select a group of thumbs you must right click and use the menu item for refining multiple - it's near the top of the list - NOT the bottom item for a single image.
Using this method works through the images in thumb order.
See screen shot attached.
When you need to refine a group of images in a particular order, place the images in the queue in the sequence you want to use for refine. Select all images and then right click over the preview and select the Refine option.
See second screen shot.

In both option above, the arrow keys and copy icon will be "live", see 3rd screen shot with the icons ringed in red.

You should see this box when you click on Copy Raw settings
