Hi Greg,
Is it possible to export a RAW file from Lightroom into QImage WITH the Lightroom adjustments?
Yes and no!
Yes: as you say, you have to convert the image to a jpeg or Tiff. No, exporting the raw will not work.
I don't think there are any raw programs that accept the raw adjustments of another. I could say, why does LR not accept the .qrs and .flt "sidecar" files of QU for raw and image editor adjustments! Not that I'd want to do that.

QU does do most of what LR can do, including organising images in a database, excellent but simple raw processing, as well as a very good image editor with it's amazing Deep Focus Sharpening (= goodbye sharpening artifacts) and Tone Targeted Sharpening.
