That is strictly a Windows error as right clicking on a folder calls the standard browse-for-folder context dialog.  Your comctl32.dll may be corrupted, you may have a virus, or your virus scanning software may be preventing the popup.  You'll likely get the same error in any other program that allows you to browse for folders.  You won't see the behavior in Explorer because Explorer doesn't browse for folders: it browses for files and folders.

Because they display folders does not mean they are folder browsing windows.  You have to find an application that uses the browse-for-folder dialog (where you can pick folders only: no files) and one that also allows the full context menu on right click.  I can't find any.  IE has a simple browse for folder dialog but right click does nothing: no context menu hooked up.  FireFox looks like it has one: click tools, then on the main tab click "Downloads", "Save Files To" and click "Browse".  That browse for folder window appears to have a right click context menu.  See if that one works.  Of course, even if it does, it doesn't really prove anything.  The browse-for-folder dialogs have quite a number of options that can be used as does the context menu.  Qimage may be using different options that invoke the bug on your system.
