How to crop in 8x10 and 13x19

I am trying to crop to an 8x10 but the Full Page Editor "Cropping" tab is (10.00 x 6.65) with the resolution at 4256 x 2832.
I tried the Help section, but I cant seem to get the crop rectangle to unlock.
Maybe someone can show me the error of my way

Your old friend the crop scissors is biting your heinie again.
Make sure the image is selected in the preview panel. You do this by a click on teh image. Then click the crop scissors button.....
or.... turn on the crop scissors before you select/insert your image into the queue.
