Finally, since I got what I needed this time, is there any way to say the layout as a template? Not a template with the photos in tact, but as a file I can again open in the future to that the place holders are there for me to simply drag photos onto. Are there any such preset template layouts available for Qimage already for all sorts of purposes like this?

As Terry pointed out, the software, Qimage is so sophisticated that you only have to learn it to use it.
There are always more than one way to do something.
It took me about 5 minutes to do your task. I generally don't make templates unless it's some package that I will use over and over often.
So my approach was to put the main image in the queue, and open the image editor.
Next I cropped the image to 851 x 315. You can see the numbers as you drag the crop and size it.
I click DONE.
Go to Print to file and set to (see Screen snaps).
Print!!
If I want to add stuff on top of my image and place smaller images like a collage, simply turn on Freehand mode, and drag what you want on top, and print
The interface is a little buggy in that it paints mysterious lines on the print previews, but they didn't end up on the final image.
Print previews are what your printer driver generates.
